Lei An Ilan-Garcia

Lei An Ilan-Garcia joined Environmental Health and Safety as an Industrial Hygiene Specialist in June 2022. Some of her duties include providing staff with respiratory protection training and respirator fit testing, providing hearing conservation training and conducting noise assessments, and conducting indoor air quality investigations. She also collect samples (i.e. floors, walls) as requested for further laboratory analysis. Prior to working at George Mason University, she worked as an Environmental Health Specialist at various local agencies (Fairfax County and Contra Costa County). She inspected restaurants, public swimming pools, and tattoo parlors. She also assisted with COVID-19 operations for the counties she worked for. Lei An graduated with a BS in Environmental Toxicology in 2016 from University of California, Davis and she is currently pursuing a Masters in Public Health in Epidemiology here at George Mason University.

Joyce French

Title: Director, Operational Risk Management

Joyce French currently serves as Director for Operational Risk Management. In this position, she is responsible for administering the Commonwealth’s Risk Management Plan and commercial insurance policies to protect the Commonwealth and the University’s reputation, property, and financial assets. Ms. French serves as the University’s liaison to the Commonwealth’s Division of Risk Management and external organizations in matters dealing with insurance and claims. In addition, Joyce assists the University Community by assessing potential risks, recommending controls to management to reduce or eliminate hazards, or suggesting the contractual transfer of these risks. Joyce serves on the following committees: Accident Review Committee (Chair), Enterprise Risk Management Council, Emergency Management Executive Committee, University Travel Advisory Committee (co-Chair), Institutional Biosafety Committee, and Radiation Safety Committee.

Before joining George Mason, Joyce completed an honorable 20-year career in the United States Navy including tours with both the Chairman of the Joint Chiefs of Staff and the Chief of Naval Operations. She has received numerous military medals and recognitions.

Joyce holds a Master of Science in Quality Systems Management from the National Graduate School. Her Bachelor of Science in Business Management is from the University of Maryland. An Associate in Risk Management from The Institutes; certificates from Virginia Risk Control Institute at Virginia Commonwealth University in Risk Control and Insurance and Risk Management; and the Advanced Management Institute, Center for Public Policy at Virginia Commonwealth University.

Carol Urban

Title: Administrative Controls & Screening Operations Director

Carol Urban, RN joined Safety, Emergency, and Enterprise Risk Management at George Mason University in July 2020 as the Director for COVID Testing and Screening when she helped to open and manage the on-campus COVID testing site at the Angel Cabrera Global Center. She managed a team of COVID screening navigators for the Mason COVID Health Check, provided COVID information to employees who tested positive through testing on campus, and assisted with the Mason vaccine site. She continues to work with other members of the Employee Health and Well-Being team on administrative duties for the Employee Health and Well-Being clinic and provides health education classes for the Mason community.

Prior to her work with SEERM and Employee Health and Well-Being, Carol was an Associate Dean for Community Engagement in the College of Public Health, and the Director of the School of Nursing. She joined the School of Nursing faculty after working as a critical care staff nurse, nursing educator and manger in hospitals in California, Maryland, and Virginia.

Carol is a Mason alumna and received her Master’s and PhD in nursing with a focus in nursing education and administration.

John Crocker

Title: Chemical Safety Manager

John Crocker joined the Environmental Health and Safety Office in January of 2013 as the Chemical Safety Manager. In this position he is responsible for chemical hygiene, hazard assessments, hazardous waste management, laboratory registrations, and annual inspections. He also serves as the Primary Spill Response Coordinator for the Environmental Compliance program and manages the regulatory permitting, inspection, and reporting requirements for CAA, CFATS, EPCRA , and RCRA compliance.

Prior to joining Mason, John served as the Environmental Compliance Specialist at Radford University from 2000 to 2012. John earned certification as a Board Certified Safety Professional in 2012, and graduated from Virginia Wesleyan University with a Bachelor of Arts degree in Biology in May of 1997.

Beth Brown

Title: Emergency Planner

Beth Brown joined Environmental Health & Safety in June, 2015. Her role as Emergency Planner ensures that the university emergency plans, including the Continuity of Operations Plan and the Emergency Operations Plan, are current, satisfy state and federal requirements, and meet the university’s needs. In this position, she also provides Emergency Preparedness Workshops on campus, as well as overseeing the university Unmanned Aerial Systems (drone) policy.

Previously, Beth was the Emergency Manager for the city of Fresno, California. She also worked as a Regional Planner for the Virginia Department of Emergency Management. She graduated from the University of Missouri-Columbia with a Bachelor of Arts in English Literature, and plans on seeking a Masters in Public Policy at George Mason.

Gregg Black

Title: Director, Emergency Management & Fire Safety

Gregg Black joined George Mason University in October of 2010 as an intern with the Environmental Health and Safety Office. Gregg worked with the Emergency Preparedness and Response staff drafting emergency plans for the university. In July of 2011, Gregg was hired on as a full time Compliance Specialist supporting both Fire Safety and the Emergency Preparedness and Response groups within EHS. He serves as the Automatic External Defibrillator Program coordinator for all campuses and has made significant contributions to the emergency evacuation signage, the establishment of fire safety record keeping procedures, and Emergency Preparedness Guides.

Previously Gregg served as a manager of the Community Service Officers program, and Assistant Emergency Manager at the California State University, Chico Police Department. Gregg graduated from California State University, Chico with a Bachelor of Arts in Criminal Justice in 2010. He is currently seeking a Masters in Public Administration from George Mason University.

Ronda Franklin

Title: Fairfax Administrative Specialist

Ms. Franklin joined Safety, Emergency, and Enterprise Risk Management (SEERM) in July 2019 as an Administrative Specialist.  She serves as the point of contact for EHS on the Fairfax campus.  In this role, she provides project, program, and administrative support, including meeting management and training program support, for SEERM and EHS.  She also serves as SEERM Vehicle Coordinator, Telecom Coordinator, and Equipment Coordinator, and is the primary purchaser for the department.  

Prior to joining Mason, Ms. Franklin worked in the worker’s compensation insurance industry as a Product Management Specialist (Policy and Claims Services).  She also holds her insurance agent’s license in Property and Casualty.  In 2008, she earned an Associate of Applied Arts degree in Fine Arts at Northern Virginia Community College. She earned the Mason Fiscal Administrator Certificate in November 2022. 

Meredith Muckerman

Title: Assistant Director, Information Systems & Technology

Ms. Muckerman joined Environmental Health & Safety in October 2013 as Training and Outreach Coordinator. In this role, she was responsible for the day-to-day management of the EHS training program, and handled training related questions and concerns from registrants, EHS staff, and EHS partners. Meredith was also responsible for publicizing the training and various events offered by EHS to the greater Mason community. 

In August 2015, Meredith took on a new position, Communications & Technology Manager with Safety, Emergency, & Enterprise Risk Management (SEERM), which includes both EHS and the Office of Risk Management (ORM). In January 2021, Meredith’s took on the role of Assistant Director, Technology & Information Systems for SEERM. In this role, Meredith oversees SEERM’s use of technology, data management, and communication channels (e.g., SEERM-managed websites and reports). 

Prior to working at Mason, Meredith worked as a trainer and customer service representative with the National 4-H Council in Chevy Chase, MD. Meredith earned a Bachelor of Fine Arts degree in Photography from the Savannah College of Art & Design in 2009 and earned her master’s in health communication from Mason’s College of Humanities and Social Sciences in May 2020. 

Amy Springfloat

Ms. Springfloat started working with the Office of Laboratory Safety in 2006. As the office evolved into the Safety, Emergency, and Enterprise Risk Management office, her role as the Office Manager has continued to expand. She is responsible for overseeing the daily operations of the SEERM office including all fiscal and HR matters.
Ms. Springfloat earned her Bachelor degree in Sociology from James Madison University and is currently pursuing Masters of Public Administration from the Schar School of Public Policy and Government.

David Farris, PhD

Dr. David Farris is currently the Associate Vice President for Risk, Safety, & Resilience. David joined George Mason University as Chemical Hygiene Officer in August 2004. In this role, he was instrumental in developing George Mason’s laboratory safety program and created emergency response plans in accordance with federal and state environmental regulations. David’s role evolved and he became responsible for managing and developing safety programs in a broader sense for the university specifically in the areas of occupational safety and environmental compliance. In 2008, David became Director of Emergency Preparedness and Response. Fire Safety and Occupational Safety programs were added to his portfolio in 2010 and 2014, respectively. In 2024 David became the Assistant Vice President for Risk, Safety, & Resilience and began working with Employee Health & Well-Being while continuing to support Environmental Health & Safety, and Emergency Management & Fire Safety functional units.

Prior to working at George Mason, David was at Clean Harbors Environmental Services. During David’s tenure at Clean Harbors he served as a lead field chemist, regional manager, technical service specialist, sales representative, and project manager in the areas of business development, environmental compliance, emergency response, environmental remediation, and industrial services.

David graduated from Texas A&M University with a Bachelor of Arts degree in biology, received a Master’s degree in Business Administration from Mason’s School of Management in May 2007, and received a Ph.D. in Higher Education Administration from George Mason University’s College of Education and Human Development in 2016.
